California high capacity magazines

Is it legal to export to California a rifle magazine with a capacity over 10 rounds? I'm from WV and couldn't quite figure out the reading of California's law.

    As far as I am aware, no magazine that exceeds 10 rounds (rifle, handgun, whatever) may be imported to California. In fact, any Californian who owned a "high-capacity" magazine before the ban took affect must never transfer ownership of that magazine. Nor can they let anyone borrow it. It must be destroyed or exported out of state if the owner no longer wishes to possess it, or if they become deceased.

    I believe this is the section of the state law that covers this:

    "12020. (a) Any person in this state who does any of the following is punishable by imprisonment in a county jail not exceeding one year or in the state prison:
    ...(2) Commencing January 1, 2000, manufactures or causes to be manufactured, imports into the state, keeps for sale, or offers or exposes for sale, or who gives, or lends, any large-capacity magazine."

    Man I love the part about catching 1 year in jail if you merely "lend" your legally owned high capacitity magazine to someone. I guess if I lived in Kalifornia and legally owned a high capacity mag and "lent" it to my 22 yearol daughter to use when going to the range I could get a free one year vacation compliants of the socialist government of Kalifornia. And who knows what kind of penalty my daughter would face. And in the meantime the violent criminals are running around doing as they please simply because of their very "job description" they DON'T HAVE TO OBSERVE OR OBEY LAWS!
