H&R Handy-Gun

I was reading the information on the H&R Handy-Gun in the Blue Book of Gun Values and have a question.
It states "Smooth bore Handy-Guns (more than 50 variations have been documented) not currently registered with ATF cannot be legally owned and are subjuect to seizure."
Why would this be, considering that there are Thompson Contenders that are bored for .410, and these are legal?

    The Contenders are 45long colts with rifeling.This makes them a pistol. Just so happens a .410 will fire in one.

    I'm sure there is still a provision for a fee payment to register a Handy Gun. Have a friend call from a pay phone.
