1895 Winchester Feeding Issue

I picked up a Winchester 1895 in 3040 Krag after discovering that it has a feed issue. Made in 1922.
The cartridges lie flat upon loading, and do not pick up to be chambered. The only way to unload it seems to be to snag the bullet tips with a bent wire.
So experts, is this going to be a magazine spring issue? If so, are they available? Or do we make one?

Part 13 for $7 might be a cheap starting place.
I always wanted one in 30-40 Ackley Improved built up on the checkered top takedown action.
It seems that the feed works properly when the cartridges are pushed down as deep as possible. Any more comments?
