According to Federal law, no. But your state/city may require it to go through a FFL holder.

cause i know you can buy convertable cylenders to fire centerfire...... so i thought it might fall under the lines like a TC
Its a black powder gun until you possess or install a centerfire cylinder for it.
so is a tc encore blackpowder but they require a 4473
Yes, because it was intentionally manufactured by TC to fire conventional ammo whereas the Ruger Old Army was not. The cartridge cylinder is an aftermarket item.
