I'm not sure, but all that material really needs to be planed down before it is used...
We use thousands of board feet of Rough Cut Lumber every year. Been cutting lumber for years.
Barns, Additions, Fences, Garages, Houses, you name it.
Rough cut is great.
You can find used Peterson sawmills for around $10,000 to $15,000.
I have no clue as to the cost of a new machine.
How long it would take to pay for itself depends on the amount of work you can get with it. Locally guys with Portable Band saw mills charge $150.00 per thousand board feet they saw. A 10 square foot board is 1" x 12" x 10'. So it would take 100 of them to make a thousand square board feet of lumber.
We charge 400.00 and could have more business than anyone could ever want.
