Had similar problems, with 7.62 X 39 build last summer. Check gas block, and gas tube. Make sure that gas bloc is aligned correctly with gas port in barrel. Also hole in gas tube, and gas port coincide.

AR parts are made by various manufacturers. Although they are proclaimed to be "MILSPEC". Not all of them are. I have had problems, over and above the gas system. With bolts and firing pins, being incompatible and malfunctioning.

Make sure the gas tube wasn't installed upside down.

    It's not shooting semi-auto.

Is it a new California compliant model? Gas block sounds like a good start. I wonder if there's a gas tube installed?

Fairly easy to make an AR a manually operated repeater by putting the gas block on backward and omitting the gas tube.
Inadvertently assembling the gas tube upside down is a rookie mistake but * happens.
