A firearm receiver -even without parts to make if function- with a serial number is considered by law to be a firearm. Therefore it must be shipped to an FFL holder.

But what about a receiver w/o a serial number...?...I have one w/o numbers.

    A receiver is a receiver. A receiver is a firearm.

    The only exception would be a receiver that isn't in its finished form yet, like a MAC-10 flat.
