Seven years ago, the Air Force put the word out it was going to replace the KC-135. Boeing and Airbus submitted bids and Airbus won.
Boeing pissed and moaned and held their breath. The Congress had the Air Force reopen the bidding and Boeing won.
Note that Airbus had the aircraft and a facility open in Mobile at the time to begin converting the plane to tanker configuration right then.
Boeing didn't have a plane or configuration to begin production yet.
Move forward to 2017. They STILL have not delivered a single tanker aircraft to the Air Force.
Now this.
