Check your security settings, as they may be to high or the JAVA enable may not be checked.
Go to tools on your explorer page (this page) click on internet options, then select the security tab, click on the custom box, then scroll down to JAVA and make sure that the box is checked that allows Java to run.. Decide on the level of security you want and check it.
