Anybody from Maine??

I have a co-worker that has a job offer in the Augusta area. We are wondering about local gun laws. He has a NY pistol permit which is required to even possess a handgun here. We know Maine has a non-resident carry permit. Does he need a permit to possess there or just to carry? How long does the permit process take? Can he just move there with his guns and apply when he gets there or would it be wiser to get his non-resident permit and change it when he arrives?
