Proposed $1.25 million settlement in police shooting of mentally ill man Miami-AP -- Miami officials will consider a large proposed settlement in the fatal police shooting of a mentally ill man.Under the deal, the man's family would get more than one-point-two (m) million dollars.A Miami commissioner says the city attorney indicated the city would "get burned in a jury trial" because of questions surrounding the 1999 shooting of 25-year-old Jesse Runnels.A Miami officer says he shot Runnels after the psychiatric patient brandished a gun. Police later found a toy gun in the grass.But there are conflicting reports about the weapon, and federal officials are investigating whether police planted it to justify the deadly shooting.In a previous run-in with police, Runnels had threatened to commit "suicide by cop," a term used to describe the act of intentionally attacking police, knowing they'll shoot.
