LEO rank question

How is rank determined?? I see some sheriff's with Col. eagles and some with stars. I also see some Chief with several stars. Gates from LA had three stars I think. Who or what determines the leo rank? Tom

    Normally, how rank an LEO is depends on how long ago was his last shower. As a general rule - the further from the shower, the more rank he is.

    On a more serious note - military rank symbols on civil law enforcement mean NOTHING (except within their dept.)! Each department makes it up as they go along. I think the current (or most recent) LAPD chief wore 4 stars!!!!
