Ever wondered why the Government issues credit cards to mexican aliens instead of requiring them to open checking accounts where money could be wire deposited to them? The simple answer is:

True facts why credit cards instead of the old food stamps.
1) Black market stamps. They were selling off their stamps for cash to buy whatever they wanted.
2) They were complaining that they felt that they were being viewed as "lesser beings" by cash customers, (Working American Taxpayers),in the checkout line at the grocery store as they get the cashier to help them sort thru their free stamps to pay.

So now, as a retired, 21yr Army veteran who also worked and paid taxes for 40yrs in the civilian workforce, I stand in the checkout line behind these non-Americans as they unload full carts of steaks, roasts, briskets, hams, deli items, etc., while they smirk at me standing there with only my lowly "family-pack" of ground beef which I plan to cleverly divide into burgers, meatloaf and meatballs to feed my family and make them proud of me for being a good provider always able to feed them a variety of wholesome beef dinners.[V][:(!]
