When Clinton took office the military got rid of our unit Secretaries that were Civil Service positions. Now we mid level NCO's have gobs of paperwork that take us away from our MOS's or jobs.
They need to bring those secretaries back and standarize programs for all branches of the armed forces to increase available man hours to actually do our combat jobs.
I recommend you use the Army's program for Idea's and if your idea is approved you will be rewarded monetarily.
I've used the program and found you need to be in the clique and have connections otherwise they will see your submittal as something from Joe Smoe and push it off as a waste of time on the evaluators part.

I have submitted through my Congressman here in Idaho. The point was four-fold:
1. Needless redundancy both between and within military branches.
2. Lack of established standards and standards compliance for subject scope, content and level of detail, plus no check/follow-up of training efficacy.
3. Dilution of unit mission and proficiency by taking commander/OIC time and resources away from primary duties.
4. Horrendous cost, waste and loss of efficiency caused by such practices.
