    I have. This is no $1500 lug wrench rip-off; it's a wasteful, multi-million dollar reinvention of the wheel on the part of each of the armed services.

    ISP: Referring to the Army's current practice of making each unit commander responsible for creating his or her own education/training presentations for subjects like DUI, motorcycle safety, electricity safety, etc. The waste and redundancy is mind-boggling, not to mention the lack of standardization, quality control and measurement of efficacy. At one military installation alone, you can therefore have hundreds of unit commanders taking time away from their primary MOS duties to create basically the same damn presentation to basically the same damn personnel as the next unit commander. Is DUI different for Alpha Company than Bravo Company? Is motorcycle safety different at Fort Bragg than at Fort Drum? Is electricity safety at a Navy barracks different than at an Army or Air Force barracks?

    Might be a good idea to spread the attack by enlisting veteran organizations and military watchdog groups. Be nice if you had a cost analysis based on some facts.That type of info once was open to public scrutiny, but with the Patriot Act who knows now?

    DWS, that idea isn't only limited to company commanders.

    When Clinton took office the military got rid of our unit Secretaries that were Civil Service positions. Now we mid level NCO's have gobs of paperwork that take us away from our MOS's or jobs.

    They need to bring those secretaries back and standarize programs for all branches of the armed forces to increase available man hours to actually do our combat jobs.

    I recommend you use the Army's program for Idea's and if your idea is approved you will be rewarded monetarily.

    I've used the program and found you need to be in the clique and have connections otherwise they will see your submittal as something from Joe Smoe and push it off as a waste of time on the evaluators part.

    I have submitted through my Congressman here in Idaho. The point was four-fold:

    1. Needless redundancy both between and within military branches.
    2. Lack of established standards and standards compliance for subject scope, content and level of detail, plus no check/follow-up of training efficacy.
    3. Dilution of unit mission and proficiency by taking commander/OIC time and resources away from primary duties.
    4. Horrendous cost, waste and loss of efficiency caused by such practices.

    DWS--Want to know where it's absolutely the WORST in my experience? U.S. Army Recruiting Command. I saw an E-7 get an Article 15 because he forgot to put someone's name/address/phone# into his computer before he went home which was already 0100 hrs. That E-7 had to come in for 2 weeks AFTER we were released to stuff envelopes--even on Sundays and even on the 4th of July!
