charge for a Background check in Oregon...sucks

Not to long ago I posted a request to locate a FFL in Klamath Falls, Oregon. Needed an FFL to send a 10/22 receiver only. Here is what the buyer of my 10/22 receiver told me...I think this is crookery..and I quote:

"It will now cost $20 for them to receive it plus an additional $9 for a background check."

    Yup Oregon State Police charge $9 for the 5 minute phone call. I still think its better than waiting 2 weeks, or dealing with NICS for that matter.

    why, isn't it a toll free number and you do not have to hold on or they call you back.... Then the same logic should apply if you are stopped to get a speeding ticket...ve have to vait vhile calling in your auto-plates number, the call vill ve nine-dollars...
