State mandating gun locksFirearms must be sold with safety devicesLois Gormley Appeal-DemocratGun legislation passed in 1999 that will take effect next week is causing gun dealers to scramble in search for suitable firearm safety devices.Martin Galindo, an employee at Shooter's Paradise in Yuba City, said in accordance with Assembly Bill 106, effective Tuesday, gun dealers will be prohibited from delivering a firearm to someone who does not also purchase or provide their own state-approved safety device at the time of delivery.The only exemptions to the law are antique firearms sales and the sale of firearms to be used by full-time, salaried peace officers.Approved safety devices include trigger locks and gun safes that meet the specifications outlined by the California Department of Justice, he said.The problem is, gun dealers were only advised of the specifications within the last 30 days and are now scrambling to provide customers with suitable devices, Galindo said.There are currently 46 DOJ-approved firearm safety devices. A list of those devices can be found at: www.ag.ca.gov /firearms/devices.htm.Currently, the Yuba City gun shop has only eight approved trigger locks in stock, he said.Those were supplied by Sports South - the largest distributor of firearms in the country - which had only 80 of the locks to sell, Galindo said.Nineteen more trigger locks by Kimber, which also meet the DOJ specifications, are on the way, he said."(Kimber) called yesterday and had to get a count of our inventory so they could send locks to go with each gun," Galindo said.If a customer chooses, he or she may opt to store firearms in a gun safe rather than purchase a trigger lock. Under the law the customer must provide the gun dealer with a photograph of the safe which will be attached to an affidavit signed by the customer stating the safe is theirs. However, many of the gun safes on the market do not meet the DOJ specifications, he said.According to information provided to Shooter's Paradise by the Firearms Division of the State Attorney General's office, a suitable gun safe must have a mechanical or electronic combination lock with at least 10,000 possible combinations, the lock must be protected by a case-hardened drill-resistant steel plate and boltwork must consist of a minimum of three steel locking bolts at least one-half-inch thick.Additionally, the safe must have exterior walls constructed of a minimum 12-gauge thick steel for a single-walled safe and the door must be constructed of a minimum of one layer of 7-gauge reinforced steel plate or at least two layers of a minimum 12-gauge steel compound."Some people have gone out and purchased safes before they got the specs to conform with the law," Galindo said.But now they are finding their purchases are inadequate, he said. http://www.appeal-democrat.com/122801/122101lfggunlead.shtml
