"Stop Sticks"?

I was in Arizona Friday and came back Saturday (was supposed to hook up with a friend for Memorial day weekend, never did, got stuck in soft sand up to the fenders -- don't ask!!!), and came back into Kali on the 8. When I got to the border patrol checkpoint, there was a short line, and as I waited, I noticed the officer had some sort of stick or club in his hands. I thot, "WTF, are we doing 'Walking Tall' or something? Does this cop think he's gonna whack a car full of illegals and stop it?" As I got closer, I saw there were two officers there, one at driver's side window, another at right rear quarterpanel, both armed with these sticks, two more officers lounging by patrol car, total four. So, obviously security conditions high (not surprising), but my attention is taken up with these "sticks". They are not clubs. They are about 1 yard long, triangular in cross-section, about 1.5" across the faces, and they have "Stop-Stick" emblazoned on the faces. I */u/me they are to be thrust under the tires of anyone trying to run the checkpoint, but they obviously are too small to be chocks. Do they have explosives in them, and they are intended to blow open the tires? Do they release a huge EMP as they are run over and disable any car made after approx. 1975? Or are they simply a mechanical, shrouded "road star" kind of thing? Has anyone heard of these gizmos before?

    They got hollow nails in 'em so that when you run one over the "quills stick in yer tires and let the air out through the holes in the quills which is supposed to make the tire deflate slowly. Dn't you watch Cops and Discovery?
