Where's the Governor?

By issuing marriage licenses to gays, the mayor of san Francisco is violating the laws of California in the opinion of all the legal experts.
My question is, where is the Governor of California? With the stroke of a pen, he could issue an order to the mayor to cease and desist.
Perhaps Arnold should go back to making movies (at which he is very good) and leave running the State of California to the people who know how to do that very good.

A father watched his daughter playing in the garden.
