Washington-AP -- Folks who want their home telephones to stop ringing at the hands of telemarketers have until the end of the day Sunday to act.

The first deadline for the National Do Not Call Registry is about to occur, and the new rules for telemarketing then take effect on October first.

More than 41 (m) million telephone numbers have already been put into the national database.

If you're not one of them, and want to register, you can do so either by logging onto DONOTCALL.GOV or by calling 1-888-382-1222, toll-free.

If you don't make the deadline, it'll simply take longer to get your phone number put on the Do Not Call list.

Firms that violate the new regulation face fines of up to 11-thousand dollars for each inappropriate phone call.

..COLUMBUS, Ohio (AP) - Ohio figures to not be able to do much to make sure that persistent telemarketers stop bothering consumers when the national do-not-class registry goes into effect.

"Without a state law, (Attorney General) Jim Petro will have no authority to enforce this in state court," said Kathy Keller, a spokeswoman for the AARP, a strong advocate for a state do-not-call law.

"It will be literally like bringing a federal case. That's not going to happen without a huge number of violations."

Consumers in Ohio and elsewhere in the United States have until Sunday to add their telephone numbers to a national do-not-call list.

Some telemarketers that continue to call numbers on that list after Oct. 1 could face fines of as much as $11,000.

That's the date when consumers can begin filing complaints against telemarketers.

By Friday, U.S. consumers had placed 41.7 million telephone numbers, including 1.7 million from Ohio, on the national registry maintained by the Federal Trade Commission. The rules do not apply to charities, survey-takers, political organizations and companies that consumers already have a relationship with.

People still can sign up for the list after Sunday, but will have to wait 90 days from that point before seeing some benefit. Registrations are effective for five years.

The state Senate approved a do-not-call proposal for Ohio in May and sent it to the House. The bill sets up a do-not-call registry and gives Petro's office authority to investigate violations and pursue punishment, with a civil penalty of $500 to $2,000 for each violation. Its sponsor is Sen. Robert Spada, a Republican from North Royalton.

A spokeswoman for Spada's office said Friday that the office had received a letter from Rep. Bill Seitz, chairman of the House Civil and Commercial Law Committee, asking if the bill is still necessary. The bill is in Seitz's committee. Seitz, a Republican from Cincinnati, was on vacation and not available for comment.

The Legislature isn't due back in session until mid-September.

"Without a do-not-call registry, we do not have jurisdiction to go after those violators in our local courts," said Michelle Gatchell, a spokeswoman for the attorney general's office. "The feds have so much going on it would be easier if we could pursue violations on a state level."

Consumers can report violators to the FTC and the attorney general's office.

"We need the states to help pursue rule violations," FTC spokeswoman Cathy MacFarlane said.

A company that violates do-not-call rules mostly in Ohio probably wouldn't draw as much FTC attention as a business whose violations spread across the nation.

"On enforcement, the FCC is really weak," Keller said. "The FTC does not have jurisdiction on calls made inside the state. That only leaves the state to close that gap."
