There is a proper method of dealing with violent, uncontrollable animals. Letting a 16 year-old take the fall is not one of them.
not sure what else can be done under the law. As far as I know, it was the 16 year old who laid hands on the woman ,dropped her on the pool deck, then picked her up and threw her in the pool. I don't know who else can be held responsible. Am I missing something?

If it was the 16 year old that did it, you are correct. Last night on some news-like show it was stated that a 16 year-old had turned himself in but it was stated it was not clear that he was the one who tossed her in the pool.
