    The only reason I could see is that to buy a flaregun you do not need to go through an FFL. He is selling this to anyone, so you could have a single shot 9mm without buying through an FFL. To me an awful lot of work for a single shot 9mm. If I had a flaregun, it might interest me as just a unique piece.
