Notifying the CLEO...who's that?

I'm sending in my C&R app. Sending copy of Form ATF F7CR (5310.16) with $30. The instruction also say that I need to submit a copy to the Chief Law Enforcement Officer of my locality. First, who is this - is it the sheriff or the chief of police (The form mentions both)? Second, why do I have to do this?

To whom much is given, much is expected.

If in a municipality; CLEO=Chief of Police
If in a rural area; CLEO=County, Parish, Sheriff or Marshal

You have to get CLEO to sign off because BATFE wants someone to attest to the facts that you exist, they have seen you in person, that they have checked you in NCIC/NICS, and that in their opinion, you are not a nutcase seeking to buy a bazooka.
Most ineligible persons won't go the extra mile of asking their CLEO to sign; BATFE just wants to be sure....

If you live in a "City" setting, ie. City Address; normally "Your" CLEO would be the Chief Of Police of that jurisdiction.
For me, I live in a "Rural" setting, ie. Rural Address and the County Sheriff is my CLEO and my Form IV signer.
To your second question, "Why do I have to do this"???????????
I ask that everytime I send in income tax, register my car, renew my drivers license, and on-and on-and on!
It be the "Rule" and the "Law".
And if you don't want the form sent back with "NO" action, after waiting a "Long" time........You go by "Their" Rules.

Does the CLEO have to sign the form before I send it in, or, do I just have to attest to the fact that I have delivered a copy to the CLEO and write his name in the provided section?

You just have to provide a copy. No sign-off is required.
