Bought a C&R item from a dealer on another auction site. He specifically said in the auction that the buyer will pay $15 S&H and INS. As soon as he found out I lived in Alaska, he tried to scam me for another $12. Should I have been nice and paid it?

May I atleast suggest a change in your attitude--referring to the seller trying to "scam" you out of another $12 is not a "business-like" way of describing the disagreement.
He probably just forgot to state in his auction "shipping is for the lower-48" (I forgot to when I started my few auctions).
There is a difference between mistakes and "scams". And it is a pretty common practice for businesses to charge more for shipping to Alaska and HI--because it usually costs more!

I have had at least one buyer in AK that concealed his location until the FFL/funds arrived, and of course there was no compensation for the extra shipping. I didn't make a fuss, I paid for the extra shipping costs out of my pocket. And then blocked him from bidding on any more of my auctions.
