In a speech to a weary public at the World Congress Center in Atlanta Thursday, President George W. Bush did not call out the unorganized militias of the several states officially, but came as close as he could without saying the "M" word. He called for an unprecedented volunteer program for new modern civil defense service to work on a local level, to help keep America safe from further terrorist attacks.Although the word 'militia' has been demonized over the last decade, it has its roots in American history and Constitutional law, as Congress is granted the power to provide for calling forth the militia to execute the laws of the union, suppress insurrections and repel invasions. In a war that will require Americans to do all three, Bush called upon them - without mentioning them by name. "Our citizens have new responsibilities. We must be vigilant. Obviously, we must inspect our mail, stay informed on public health matters," said the President.Under current U.S. law, the organized militia is defined as all citizens between the ages of 17 and 47 (up to 65 for prior military service) who are not in military service. " Many ask, "What can I do to help in our fight?" The answer is simple. All of us can become a September the 11th volunteer by making a commitment to service in our own communities," he said.Bush called for participation in neighborhood watch or Crimestopper programs. He also stated, "You can become a volunteer in a hospital, emergency medical, fire or rescue unit. You can support our troops in the field and, just as importantly, support their families here at home by becoming active in the USO or groups in communities near our military installations.In a clear statement giving no indication of another federal bureaucracy, Bush stated, "We will ask state and local officials to create a new modern civil defense service, similar to local volunteer fire departments, to respond to local emergencies when the manpower of governments is stretched thin." 'Civil Defense' is a phrase that until Thursday was all but lost in the American lexicon.Bush, who spent much of the day at the Center for Disease Control Headquarters in Atlanta stated, "We will find ways to train and mobilize more volunteers to help when rescue and health emergencies arise. Americans have a lot to offer, so I've created a task force to develop additional ways people can get directly involved in this war effort, by making our homes and neighborhoods and schools and workplaces safer."Bush also gave credit to front line warriors who, some say deserved it the most - Postal Workers - who have been fighting off an Anthrax attack nationwide, with over 30,000 now taking antibiotics.Clatsop County, Oregon Sheriff John Raichl announced Monday plans to recruit and train a civilian force to help law enforcement protect critical community resources during times of heightened security. This measure was not taken favorably by the Governors office in Salem, the state's capitol.Because the proposal calls for volunteers to carry firearms, Clatsop County Sheriff John Raichl's defense force appears to amount to a kind of militia, according Steve Marks, the governor's chief of staff.Only the governor has the authority to form such groups, Marks said.But since Bush stated the words "modern civil defense service" and that fact that a Sheriff has the constitutional right to deputize civilians, Bush's speech trumps the governor, and giving the Oregon Sheriff (and others who choose) a nod of approval. Not all call up duty need be armed, however."Many ask, "What can I do to help in our fight?" The answer is simple. All of us can become a September the 11th volunteer by making a commitment to service in our own communities. So you can serve your country by tutoring or mentoring a child, comforting the afflicted, housing those in need of shelter and a home, " Bush said."We all have new responsibilities. Our government has the responsibility to hunt down our enemies, and we will," he stated firmly.Bush also addressed fear mongering in his 32 minute speech saying, "We will not give in to exaggerated fears or passing rumors. We will rely on good judgment and good old common sense".Bush used a battle cry that has become common from the September 11 airline passengers who became warriors on Flight 93, asking Americans to use the same optimism and courage - noting that among Todd Beamers last words, were the Lord's Prayer."We cannot know every turn this battle will take, yet we know our cause is just and our ultimate victory is assured. We will no doubt face new challenges, but we have our marching orders."     Call in critics of Bushs' speech complained that repeated the same old unsophisticated pep rally. They seemed to have missed his message calling for mobilization of civilians for a civilian defense corps.Apparently he wants to ease the American public into a war mentality and purposely fell short on notifying the people of a military draft that certainly has to come soon. Let's see how many Liberals break away and protest.
