If one thinks about it at all one realizes immediately that critter is not meerly a menace, but an actual real danger to anyones' and everyones' limb and life.
Hope no one thinks too long about eliminating the danger.
If the worry is about having harsh feelings, with your brother or his wife, I would be willing to bet, when this dog goes after your Dad in his wheelchair with your Mom pushing it will be worse than bro getting ticked because the his wife cuts him off a bit more.

I am just not sure why these things get so confusing, maybe my brothers are mean less to me than the safety of my wife, kids and parents.
