Gun safety for kids at issueNRA keeping eye on panelled by BrooksNASHVILLE (AP) - With the National Rifle Association watching, a legislative committee begins two days of meetings this week to find ways to make guns safer for children. State Rep. Henri Brooks (D-Memphis), who heads the special committee, said she wants to hear about all sides of the issue. "This is not about gun control," Brooks said. "This is about children and gun safety." According to the state Health Department, nine children died from firearm accidents in 1998, 20 committed suicide with a firearm and 19 were murdered with a firearm. It is the latest year for which figures are available. Brooks and Sen. Thelma Harper (D-Nashville) are advocates of "smart gun" technology, which is still in the research stage. With such technology, a weapon could be fired only by a designated person. Under legislation they have sponsored, sale of weapons that do not have the "smart gun" technology would be prohibited once such technology became available. The legislation is strongly opposed by the NRA and the Tennessee Firearms Association. The NRA says smart gun technology was first seriously studied a few years ago as a safety measure for police officers because approximately 17 percent of police officers killed in the line of duty are killed with their own firearms, usually when the gun is taken during a confrontation. Gun-maker Taurus International of Miami and the New Jersey Institute of Technology announced in June they were joining forces to develop smart gun technology. Researchers estimated that development of a reliable system would take at least three years and cost upwards of $5 million. John Harris of the Tennessee Firearms Association believes Brooks is not open about the subject. "Our theory on Henri Brooks is she doesn't like firearms, period," Harris said. "She would like a perfect world where there is no cancer - and no one has guns." Other members of the committee are Rep. Frank Buck (D-Dowelltown), Rep. Kim McMillan (D-Clarksville), Rep.
