Officer honored for halting gunman

FORT WORTH - A police officer who confronted a gunman, preventing him from entering a crowded restaurant, was named the Fort Worth Police Department's officer of the year for 2001 on Monday.

At the Police Award Foundation's annual dinner, Detective Jeffrey Holman was recognized for placing himself in danger to save civilians on March 22, 2001, after a traffic stop turned into a shooting.


Other top awards went to Susan Alanis, a supervisor in the fiscal equipment and management division of the executive services bureau, civilian of the year; Lt. Judy Jones, commander of neighborhood policing district No. 4, commander of the year; and Officer Armando Garza of the north divison, the Thomas R. Windham Community Policing Award.


Police Chief Ralph Mendoza praised the honorees but emphasized that he was proud of the work of the entire department in the past 12 months.


"The crime rate rose, and we had more parolees in the field. Then Sept. 11 hap- pened, and we had to focus on the security of the nation and not just our city," Mendoza said.


Holman, who was the state peace officer of the year for 2001, said he was surprised to receive the city honor. The March incident was an example of how quickly police work can go from routine to intense, he said.


"I just went to do a traffic stop like I had done thousands of times before. This one just kind of went sour," he said.


According to news reports, Holman stopped a car driven by Jonathan R. Carlson, 21, in the 400 block of East Seminary Drive. Carlson fired at Holman twice before driving off. Holman followed Carlson to a Taco Cabana at Interstate 35W and East Seminary. Carlson, who was carrying a weapon, parked and got out, heading toward the restaurant.


Holman got between the restaurant and Carlson, and fatally shot Carlson.


Other personnel recognized Monday for outstanding work were officers Sotero Castillo, Larry Wilson, James Oakley, Dennis Alise, Robert Mills, Stephanie Warren-Carnes and Joe Johnson; detectives Weldon Walles and Richard Bruno; and sergeants Jay Stringer and Gilbert Banda.


Civilians receiving special recognition were Damon Gardner, Jo Lynn Davis and Debra Edwards.
