For those who have been following the new temporary firearm entry requirements for Canadian visitors (nonimmigrant aliens), the NRA has advised me they responded to the ATF in a letter dated 3 May. The comment period to the BATF ended on 5 May.

To make a long story short, they agree with the position held by me and other citizens, that the ATF was not correct in regard to justification for entry into the states for hunters and those entering for sporting purposes, and should broaden the regulations to include more types of shooting activities.

A SHORT SAMPLE FROM THE NRA LETTER...........

The above definition of "sporting purposes" is correct as far as it goes, but is unduly narrow. Participation in a "competitive target shooting event" is a sporting purpose regardless of whether it is "sponsored by a national, State, or local organization, devoted to the competitive use or other sporting use of firearms." For instance, a cowboy-type target shooting event could be sponsored by a Western town as part of an annual festival. Some resorts sponsor trap-and-skeet and sporting clays competitions. Moreover, a target shooting event is a sporting purpose even if it is not "competitive," such an event established to allow novices and beginners to enjoy the shooting sports without the pressures of competition. To raise money for charities, clubs sponsor events which are recreational but are not competitive.

Indeed, target shooting is a sporting purpose even when engaged in informally without an "event," such as when friends and guests meet at a shooting range to shoot trap and skeet, zero in their rifles, test different hand loaded cartridges, and simply practice and enjoy themselves.
