Greenville Police Department awarded "recognized" status

The Greenville Police Department received a significant honor Tuesday night, when it was formally presented with an award designating it as a "Recognized Law Enforcement Agency." Rockwall Police Chief Mark Moeller, Area/Regional Director with the Texas Police Chiefs Association Law Enforcement Recognition Program, explained the distinction says a lot about the department.

"It means your police department is one of the best police departments in the State of Texas," Moeller said in presenting the award at the beginning of Tuesday's Greenville City Council meeting.

Greenville Police Chief Daniel J. Busken said the award was something he had been striving for since coming to the city in 2010. He credited the efforts of Crime Analyst/Planner Deborah Warren, Sgt. William "Buddy" Oxford and his entire staff. "I want to recognize the hundreds of hours they put into this program," Busken said. "This is a representation of what we're doing right."

The Greenville Police Department was notified last month that it had received the award. The Recognition Program evaluates a police department's compliance with more than 165 Best Business Practices for Texas Law Enforcement, including use of force, protection of citizen rights, vehicle pursuits, property and evidence management, and patrol and investigative operations. "It has become, in a sense, the gold standard for Texas law enforcement," Moeller said.

The process required the Greenville Police Department to conduct a critical self-review of the agency's policies, procedures, facilities and operations. "It is a very, very time consuming process," Moeller said.

A final on-site review took place February 11-12. The results of the review were then sent to the Texas Police Chiefs Association's Recognition Committee - an assembly of nine police chiefs from across the state - for a final analysis and the decision on awarding "Recognized" status. "In this case, the vote for the Greenville Police Department was unanimous," Moeller said.

Greenville became only the 93rd agency in the state to be so recognized. Several current and former members of the department, including former Chief Leon Powers, were on hand for the event. "They laid the foundation for what we are doing today," Busken said.

    ...There are a LOT of PD's in this big State, to be singled out is a testament to the quality of the Officers on the force, congrats for the contribution you made Nunn, along with the others.

    It sounds like a State Accreditation process, very good! We come due for our re-Accreditation this fall, what a PITA! I'm just glad I'm not the Accreditation Manager.

    Retirement "party" is this Saturday.

    Retirement "reception" is next Wednesday.

    David, from one Officer to another, congratulations on the award. It's rare an Agency gets singled out for doing something good, and if the process is anything like our Georgia Certification or National Accreditation, it's a HUGE accomplishment and a very stringent and involved process. Enjoy retirement and take it easy, my friend....you've earned it!

    Police retirements have different effects on different people. My close friend retired after 35 years on Oakland PD and he does not want to talk about or hear about police work. Complete burnout, and he is always unhappy. My other close friend from SFPD and I talk police work all the time and have stayed in the law enforcement field after our first retirements, we just could not stay away from the profession. After police retirement, one day you have authority and responsibility, the next day you are just a citizen. That is a jolt. Some cops are relieved, others go into depression. Most miss being part of the team. The secret is to stay busy with a hobby or new career. The guys I see enjoying their hobbies or new jobs are having a great time in retirement.

    I can, and I will remain a Peace Officer. Under new TCOLE rules, I can retain that status without necessarily having to be commissioned by an agency. All I have to do is keep up with my in-service training, 40 hours every two years.

    Well that is cool,that's not an option in Virginia unless one finds an auxiliary (volunteer/part time) position with a Dept, typically a Sheriff's Office. You have to be on a Depts Roster in order to maintain your certification.

    That's how things were done in Texas since we've had such a thing as state LE licensing.

    What Dave describes is a very recent change.
