Gift Guns and North Carolina State Law...

I had a couple of quick questions and I need a few suggestions. I wanted to buy a good quality pistol for the father in law. I don't want to spend more than 400$ but I don't want to get him an old Milsurp weapon. I know in North Carolina they actually make you apply for a pistol permit, but does this apply for gift guns? By the way I will probably be shipping the gun from out of state so an FFL is a given. Munkey
