NOTPARS- I have a constitutional question for you

I have noticed notwithstanding your social studies teacher background, you have a good grasp of the constitution.Could you please read the second paragraph of article VI and tell me what that means to you. I am sure I am wrong about this, but I would think one would be able to use that as a protection of the bill of rights from state interference.
