Cheap Handguns Pass Calif. Gun Testing 9/10/01The handgun-safety test implemented in California was designed to get cheap, disposable handguns off the streets. But the state is finding that so-called "Saturday night specials" are passing safety requirements, the Copley News Service reported Sept. 3.The intent of the law was to rid the market of inexpensive handguns produced by Southern California gunmakers, known collectively as the "Ring of Fire" companies. The companies, including Bryco Arms of Costa Mesa, Davis Industries of Chino and Phoenix Arms of Ontario, have been criticized for inundating the United States with cheap handguns.According to the state Department of Justice, during the first eight months since the handgun safety law was implemented, 600 handgun models passed the firing and drop tests. "They tried to make the test so tough that those guns wouldn't survive, but it obviously hasn't worked," said Bruce Cavanaugh, a former president of the California Firearms Dealers Association.The state is unable to determine how many guns have failed the test because private laboratories conducting the testing are not required to report failures. Furthermore, gunmakers whose weapons fail the test are allowed to resubmit them.With the measure having very little impact, those involved in its creation are asking for a major revision of the law. "We are very concerned about some of the guns that are on the approved list and some of the loopholes that we overlooked," said Luis Tolley of the Brady Campaign to Prevent Gun Violence, which sponsored the legislation.On the other hand, she pointed out that several of the cheap handguns have undergone design improvements as a result of the law.
