He says a man on the ground pointed a rifle at him as he hovered over a pond, trying to get water.
The Wasco County Sheriff's Office arrested the man on charges of menacing and pointing a gun.
A fire spokesman says the man probably didn't want the pilot to take any more water.
The pilot decided to go to another pond.
At least 14 major fires, all started by lightning, are burning across more than 260,000 acres in Oregon.
California Blaze Grows
A California wildfire raging near giant sequoias has grown, but officials say none of the trees are threatened.
The blaze has grown by 1,500 acres and now totals 64,500 acres.
The fire spread in steep hills near a canyon in the northeast part of the Sequoia National Forest.
Officials say the fire, about 130 miles north of Los Angeles, is 30 percent contained.
Firefighter spokesman Jim Paxon said things are "really looking good" for the big redwoods.

A woman fought back after a violent home invasion. Police say she shot her attacker in self-defense. It happened at around 3:15 Sunday morning on Cephas Street in North Nashville.
Police told News 2 that a man forced his way into a woman's home. Inside the house, police found two guns. The woman says she shot her attacker in the leg in self-defense.
According to Police, the man was transported to Vanderbilt University Medical Center and an investigation is underway.
