An employee of a midtown handbag store was critically injured yesterday when he jumped out of a fifth-story window after two gunman walked into the shop and pointed their weapons at him and the store's owner, police said.

The employee, a man in his 20s whose name was not released, was taken to St. Vincent's Hospital Manhattan, where he was listed in critical condition.

Police said the incident occurred about 3 p.m. when two men entered AMC Inc. on the fifth floor of 336 W. 37th St. and placed handguns at the heads of the employee and the store's 34-year-old owner.

"Out of fear," the employee jumped out a window and fell to the street below, police said. The two gunmen then fled the building.

The store's owner and another employee, a woman in her 20s, were not harmed.

Detectives said one of the guns appeared to be a semi-automatic pistol.

The investigation was continuing last night, and police said it was not immediately known if the victims were known to the suspects.

The suspects were described as a dark-skinned black man, 6 feet tall, weighing 200 pounds, wearing jeans and a gray T-shirt; and a light-skinned black man, about 6-foot-2, weighing 170 to 180 pounds, wearing a black shirt.

    DIVISION AVE., 900 block, 1:43 a.m. July 2. Ricardo Keys, 22, of Suitland, was found on a street with gunshot wounds to the body. He was taken to the D.C. Medical Examiner's Office, where he was pronounced dead at 5:30 a.m.

    QUARLES ST., 4900 block, 7:32 a.m. July 3. An unidentified male was found on a street with a gunshot wound to the head. He was taken to the D.C. Medical Examiner's Office, where he was pronounced dead at 9:45 a.m.

    20TH AND I STREETS, 4:35 a.m. June 29. An unidentified male was found on a street with a stab wound to the body. He was taken to Washington Hospital Center, where he was pronounced dead at 5:11 a.m.

    SEXUAL ASSAULTS

    L ST., 1800 block, 6:30 a.m. July 2 and 10:05 a.m. July 2. A female at a residence was awakened by a man touching her inappropriately. A man was arrested at the scene.

    ROBBERIES

    BENNING RD., 3400 block, 2 p.m. July 2. A male snatched a wallet containing cash from a 36-year-old man's hand.

    BLADENSBURG RD., 800 block, 11:35 a.m. July 2. A male and a second person demanded cash from a person pumping gas at a service station. The victim was punched in the face.

    BLADENSBURG RD., 3000 block, 6 p.m. July 3. A male confronted a female acquaintance in a hallway, then snatched her keys and cell phone and stole her vehicle.

    NANNIE HELEN BURROUGHS AVE., 4800 block, 5:15 p.m. June 28. A gray Dodge with four people inside stopped near a 31-year-old pedestrian. A gunman and a second man got out, ordered the victim to the sidewalk and robbed him of cash.

    NORTH CAPITOL AND Q STREETS, 8:25 to 8:30 p.m. June 30. A male leaving a fast-food restaurant was knocked to the ground and robbed of cash at knifepoint by two people.

    OTIS ST., 3000 block, 1:10 a.m. June 30. A gunman jumped out of a champagne-colored Dodge Shadow, hit a pedestrian in the head with the weapon, then robbed him of cash and fled in the car with a second person.

    QUEENS CHAPEL RD., 2400 block, 1:30 to 1:40 a.m. June 30. A male standing outside his home was robbed of cash at gunpoint. The robber fled in a car with red temporary tags driven by an accomplice.

    RHODE ISLAND AVE., 900 block, 2 p.m. July 1. A male in a black vehicle with Virginia tags stopped near two females in a parking lot, got out of his car, and robbed them of their purses at gunpoint.

    RHODE ISLAND AVE., 2400 block, 4:15 to 4:20 a.m. June 30. A person with a gun ordered a male out of his car and robbed him of his wallet. The assailant fled with two other people.

    RIGGS RD., 300 block, 9 p.m. June 26 and 9 p.m. June 26. A person pushed an unknown object against the back of a 58-year-old man in a parking lot and robbed him of a cell phone and wallet, then fled with a second person.

    SHERIFF RD., 4600 block, 5:45 p.m. June 29. A gunman and a second man locked a grocery-store employee in a freezer and robbed the store of cash, a watch, beer and cigarettes.

    TAYLOR ST., 300 block, 2:45 a.m. July 1. A person forcibly removed keys from a 32-year-old man opening his car door in a parking lot, then drove off in the man's car.

    WEST VIRGINIA AVE., 1700 block, 2 to 6 a.m. June 30. A male in an alley was robbed of cash. He suffered minor abrasions on his forehead and arm.

    FIRST ST., 1100 block, 3:30 a.m. July 2. A gunman ordered two women out of a car, threatened to kill them, then drove away in the black 1994 Chevrolet Geo.

    THIRD AND K STREETS, 11:20 p.m. June 18. A male juvenile held a knife to a 17-year-old boy's throat while a second male and four other people robbed him of two mountain bikes, a wallet, cash and shoes.

    FOURTH ST., 600 block, 10:15 p.m. July 1. A 27-year-old woman and a 30-year-old man were robbed of cash at gunpoint by a man who threatened to shoot their dog if they didn't comply.

    EIGHTH ST., 1100 block, 4:25 a.m. July 4. A pedestrian was punched in the chest, knocked to the ground, and robbed of his wallet.

    12TH AND OTIS STREETS, 8:30 to 8:40 p.m. June 28. A person snatched the purse from the shoulder of a female pumping gas at a service station and then drove away.

    A ST., 300 block, 8 p.m. June 27 to 12 p.m. June 29. A table, four chairs and a statue were stolen from the back yard of a residence.

    ABBEY PL., 1100 block, 7:23 p.m. June 28. A 13-year-old boy entered a residence without permission.

    DIX ST., 4500 block, 12 p.m. July 3. Six TVs, boots, jeans and other property were stolen from a residential building entered by forcing a door.

    EADS ST., 4500 block, 12 p.m. July 2. A DVD player, a radio, a safe and other property were stolen from a residence.

    FLORIDA AVE., 1300 block, 2:40 a.m. July 1. An attempt was made to enter a building by force.

    H ST., 1200 block, 8 p.m. June 28 to 9 a.m. July 1. A cash register and assorted fireworks were stolen from a grocery store entered by forcing a front door.

    HAMLIN ST., 2500 block, 4 a.m. June 30. A person entered a residence through a front window, kicked open a bedroom door and yanked a telephone cord from a wall, then fled through a back door.

    JAY ST., 3600 block, 11:30 a.m. May 25 to 12:30 a.m. May 26. Belts, watches, shoes, CDs and DVDs were stolen from a residence.

    KENILWORTH AVE., 1200 block, 8:45 p.m. July 1 to 10:45 a.m. July 2. Wheels were removed from several cars in a commercial parking lot entered by cutting a fence.

    KENSINGTON PL., 600 block, 3:30 p.m. June 29 to 2 a.m. June 30. Property was stolen from a residence entered by forcing a porch door and a window.

    M ST., 300 block, 6 p.m. July 1 to 7 a.m. July 2. A 1988 Mercedes Benz, toolboxes and tools were stolen from a service station entered through an unlocked bay door.

    MINNESOTA AVE., 4000 block, 7 p.m. July 3 to 9 a.m. July 4. A bank was entered through the roof and a security monitor cable was cut. Nothing was reported missing.

    MOUNT OLIVET RD., 1000 block, 10:30 p.m. June 22 to 9 a.m. June 30. Cookware, a silver set, linens and other property were stolen from a residence.

    HAWAII AVE., unit block, 11:45 a.m. June 30. An attempt was made to enter a residence by forcing windows. An arrest was made.

    THIRD ST., 1100 block, 8 p.m. June 29 and 11:30 a.m. July 2. Soft drinks were stolen from a liquor store entered by breaking a side window.

    HOMICIDES

    NEWTON PL., 600 block, 9:10 p.m. July 1. An unidentified male was found on a street with a gunshot wound to the chest. He was taken to Washington Hospital Center, where he was pronounced dead.

    O ST., unit block, 4:35 p.m. July 4. Jonathan Ricardo Howard, 22, was found on a street with gunshot wounds to the body. He was pronounced dead at the scene.

    14TH ST., 4500 block, 11:30 p.m. July 2. Walter Geovanni Villatoro, 22, of Falls Church, was found at a gas station with gunshot wounds to the head and body. He was taken to D.C. General Hospital, where he was pronounced dead at 1:44 a.m.

    FOURTH AND K STREETS, 1000 block, 7:55 p.m. June 27. Delaney Booker, 20, of Clinton, was found on a street with gunshot wounds to the body. He was taken to Howard University Hospital, where he was pronounced dead at 9:21 p.m.

    SEXUAL ASSAULTS

    MACARTHUR BLVD., 4200 to 4600 block, 1:30 to 1 a.m. July 1. A female was raped in a hospital. The assailant was an employee.

    NEW JERSEY AVE., 700 to 1100 block, 10:30 p.m. June 29. A man invited an 18-year-old man into his home and sexually assaulted him.

    19TH STREET AND CONNECTICUT AVENUE, 4:59 to 5 p.m. July 3. A person sexually assaulted a female pedestrian.

    ROBBERIES

    CORCORAN ST., 1600 block, 5:10 a.m. June 29. Two people, one armed with a gun, robbed a male pedestrian of cash.

    DECATUR ST, 900 block, 1:50 a.m. June 29. Two people punched a 24-year-old man at a gas station and robbed him of his wallet.

    ELDER ST., 800 block, 10:20 to 10:30 p.m. July 2. A person pushed a 57-year-old female pedestrian to ground and robbed her of a purse.

    F ST., 600 block, 12:05 a.m. July 3. A man took a wallet from a male sleeping on a sidewalk.

    GIRARD ST., 1100 block, 3:33 p.m. June 29. A gunman robbed two pedestrians of a bag, a cell phone and a wallet.

    NINTH ST., 1400 block, 6 to 6:14 p.m. June 30. A male asked a female acquaintance for cash. She refused and he struck her in the head with a brick.

    PENNSYLVANIA AVE., 1200 block, 1 p.m. Sept. 17. A man sexually assaulted a 30-year-old female at a health-care center.

    Pair thwart gun raiders
    A BRAVE mother and daughter battled with armed robbers who raided their Lakeside shop on Thursday night.

    Three men, one carrying a gun, broke into the living quarters above Gentry's Store, Farm Road, to gain access to the shop at about 10.30pm.

    Shopkeeper Pam Price was in the office and her daughter, Lindsey, was in the main store.

    Miss Price, 24, said: "Before I could press the panic button, I had this man on me.

    "He grabbed my shoulder, pulled me to the floor and told me to turn around and look up. There was another bloke standing in front of the counter pointing a gun at me."

    She added: "The man who was holding me down had a ball in a sock - I think it was a cricket ball. He starting hitting me over the head with it."

    While she was subjected to the terrifying attack, Mrs Price, 52, was in the office struggling with another raider who was demanding to know where the safe was.

    Mrs Price, who suffered bruising, said: "I tried to keep him in the corner of the office because he would be in view of a store camera.

    "I was trying to set the alarm off too but he kept holding my arm back.

    "I stood my ground as I was not letting him into the main shop where Lindsey was."

    Meanwhile, Miss Price - determined not to let the robbers take her hard-earned money - said: "I guessed the man would go for the money in the till because it was open. I got to my knees, slapped the till drawer shut and dived for the panic button."

    The three men fled with only a little cash but were promptly chased in their car by two neighbours who had been alerted to the drama.

    The chase ended when the raiders pointed the gun at their pursuers.

    Miss Price was taken to hospital for head X-rays and a check up before being discharged.

    Police are appealing for anyone with information to call DC Di Knight or DC Steve Dale on 584888 or Crimestoppers on 0800 555111.

    The raiders' getaway car had been parked in Sillins Avenue.

    Police are particularly keen to speak to anyone who saw a car being driven suspiciously around the area at the time.

    Police say Mrs Kent is "very disturbed" by the attack

    A deaf pensioner has been punched and mugged in the street in Teesside.
    Cleveland Police say the attack happened close to the home of the 61-year-old woman, who lives in Middlesbrough with her blind son.

    Margaret Kent suffered a fractured cheekbone and bloodied nose after being hit on the head and face on Tuesday morning.

    It is the second attack on a disabled person in the town after a deaf-blind man was shot in the stomach by a youth with an air rifle in June.

    In this attack the attacker fled with Mrs Kent's bag, which had a small amount of cash and her hearing aid.

    She was taken to hospital and treated for her * injuries before being released.

    Detective Sergeant Gary Fernandes, of Cleveland Police, said: "She is clearly very disturbed and emotional about what happened.

    Victim 'isolated'

    "Mrs Kent has hearing difficulties and although the attacker could not have known it, her hearing aid was in her bag.

    "The impact on her is significant as it isolates her even more."

    A family member said: "She spends her life looking after her 38-year-old blind son and then this happens to her.

    "Only scum would do this and I would hope that anyone who knows anything about it will get in touch with the police."

    At the end of June, Leslie Phillips, 45, who was born deaf-blind and without speech needed hospital treatment after being shot in an air rifle attack in Middlesbrough.

    At the time police called it a 'particularly nasty attack on a vulnerable person'.

    Is Crime Increasing?
    Understanding the latest numbers.

    s the economic slowdown drew to a close in late June, a long run of good news about crime rates came to a screeching halt. Suddenly, newspaper headlines were screaming that 2001 saw rising crime in America for the first time in a decade. Late last week, Canada also reported slight increases in crime. Following a record-busting nine-year run of declining crime rates, the FBI reported that America had seen a two-percent crime increase last year just as the economy slid into recession.













    While it is tempting to blame the slumping economy, economic barometers like the unemployment rate have never correlated with crime rates. The 1990s were witness to the only American economic expansion on record during which crime rates fell. Crime plummeted during the Great Depression and the severe recession of the early 1980s. The late 1960s and late 1980s, on the other hand, saw the combination of full employment, rising wages, and soaring crime rates. In any case, crime had to increase sooner or later: Murder would have vanished completely in many cities around 2010 had the trends of the late 1990s continued.

    The bad news about crime, however, is both more and less important than it seems. On one hand, 2001's increases in crime were so tiny that Americans should not panic - yet. On the other hand, those increases reflect a worrisome retreat from the combination of effective community-oriented policing and ample investment in incarceration that have made the United States the safest large Western nation.

    While citizens rightly worry about any increase in violence and theft - particularly one that follows a decade of good news - 2001 saw very little movement in crime rates. Accounting for population growth, violent crime actually fell fractionally, while property crime rose only bit more than one percent. Over 60 percent of the total increase in the crime occurred in the larceny/theft category, which includes offenses as trivial as stealing a candy bar. Many big cities continued to get safer too: Crime continued to decline in Chicago; New York; Washington, D.C.; Philadelphia; and a host of other important urban centers.

    Still, the recent increases in crime deserve serious attention. Motor-vehicle theft rose nearly six percent in 2001 and murder increased over three percent. Robbery rose four percent nationally and soared almost eight-and-a-half percent in the suburbs. Both morally misguided youth and serious, committed career criminals commit these types of crimes; and both are becoming more prevalent.

    To begin with, the United States has begun to let more thugs out of prison. In 2001, the Bureau of Justice Statistics reported that prison populations fell for the first time in nearly 20 years as a record 635,000 inmates were dumped on the streets. Thanks to correctional facilities that do almost nothing to rehabilitate offenders, the convicts leaving prison are some of the worst criminals ever and recidivism has hit all-time highs.

    But the increasing number of released thugs can't entirely explain the increase: Nearly as many people left prison while crime rates dropped sharply, during the late 1990s. The increasing levels of violence among juveniles do explain some of change. Children born at the height of the crack epidemic are now entering their teens. Raised without fathers, decent schools, or viable role models in neighborhoods where violence is the norm, they have begun to emerge as the "super-predator" caste William Bennett, John DiIulio, and John Walters foresaw in their 1996 book Body Count.

    The last half of 2001 also saw a worrisome but understandable change in law-enforcement strategy: Police officers withdrew from neighborhoods to focus on a war they had little ability to influence. In cities ranging from Portland, Maine to San Diego - indeed, in just about every city large enough to support a shopping mall - the aftermath of September 11 involved massive reassignments of officers from neighborhood patrols to glorified security-guard work near prominent landmarks. While police chiefs probably had little choice but to move officers around, crime-ridden, low-income neighborhoods got hammered as a result.

    Indeed, the whole of the national increase in crime in 2001 occurred during the second half of the year, much of it after September 11. According to the FBI, crime actually fell about 0.3 percent (almost 1.5 percent, accounting for population growth) in the first six months of 2001. September 11 reversed the trend. "It was distracting, we pulled resources out of the neighborhoods" says Lowell, Mass., police superintendent Edward Davis, whose city had led the nation in crime decreases during the 1990s. "We were spending inordinate amounts of overtime on things like having people with rifles standing around the reservoir."

    America's crime rates are still 40-percent lower than they were in the early 1990s, and continuing declines in violent crime show that many policies continue to work well. Police who had been hastily reassigned to antiterrorist duties have almost all returned to the streets. But unless prisons and schools work harder to help our most troubled citizens, the nation could well find itself confronted with the enormous costs of a permanent criminal underclass.

    The fast-dropping crime rates of the 1990s could not continue forever. In the preceding decade, America had hit upon an effective system for fighting crime and restoring safety to its cities and towns. One can only hope the years to come will not see us abandoning it.
