[Background] Apparently, your unrelenting pressure to get a committee hearing for HB 442: "Concealed Handguns/Reciprocity" is beginning to reap dividends. As you recall, the bill passed the NC House by an overwhelming 99-to-7 majority. When it reached the NC Senate, however, it hit a stone wall. Under the leadership of Senate President Pro Tem MARC BASNIGHT (D-Dare, GRNC 1-star) and Judiciary II Committee Chair Sen. KAY HAGAN (D-Guilford, GRNC 0-star), Senate Democrats have attempted to kill the bill by denying it a committee hearing.

IS HAGAN LISTENING?

Recent visits by GRNC Legislative Team members, however, indicate that Hagan might be convinced to give HB 442 a hearing in her committee. The operative word here is **MIGHT.** Whether or not you have already contacted Hagan and fence-sitters on the J-II Committee, DO SO NOW!

Dear Senator:

I urge you to support HB 442: "Concealed Handguns/Reciprocity," currently in the North Carolina Senate Judiciary II Committee. This bill, which passed the House in the last session, is strongly supported by North Carolina's 65,045 concealed handgun permit holders and applicants.
HB 442 would enable North Carolina to establish reciprocal agreements with states such as South Carolina, where thousands of North Carolinians work and travel but are currently unable to protect themselves and their families using the concealed handgun permits for which they have proven themselves sane, sober and law-abiding.
Although the misconception is being perpetuated that HB 442 would offer concealed carry rights to permit holders from states with issuing standards less stringent than our own, in reality it applies only to states which require criminal background checks similar to those of North Carolina.
North Carolina's concealed handgun law has been highly successful, without the "wild west" scenarios envisioned by opponents of the original bill. Because HB 442 is a non-controversial improvement to that law, I strongly urge your support by all means procedural and substantive. At your earliest convenience, please tell me your position on this bill.

OTHER TALKING POINTS

North Carolina's concealed handgun law works. Only .4% of North Carolina concealed handgun permits have been revoked for any reason, and the vast majority of these were for offenses unrelated to firearms. A study of our law by Freedom Newspapers revealed only one case in which a permit-holder was arrested for gun-related crime. Even North Carolinians "Against Gun Violence" has repeatedly stated that their fears about the law have not been realized.
Thirty-two states have concealed handgun laws. In none of those states have traffic light shootings and crimes by concealed handgun permit-holders been a problem - despite doomsday predictions by gun control organizations.
* Concealed carry permit holders have proven to be good citizens, contributing to reduction in crime in states with concealed handgun laws Permit revocation rates of other states are on par with those of North Carolina and are invariably 1% or less regardless of issuing standards.
A controlled, multi-variant study of all 3,054 counties in the United States by John Lott of Yale University reveals that concealed handgun laws deter rape, murder, and aggravated assault. Indeed, states, which have adopted such laws, experience drops of 8.5% in homicide, 5% in rape, and 7% in aggravated assault.
