A semi-automatic gun used by Peter Kiss of Milwaukee, Wisc., to murder four people, was purchased legally in the United States and smuggled into Canada, the Toronto Sun reported June 20.
As required by Wisconsin law, Kiss waited 48 hours before he picked up the .45 caliber Glock pistol he purchased. The day after the "cooling off" period ended, he drove to Grimsby, Canada, where he used the gun to kill his ex-girlfriend, Shannon Cruse, her 6-year-old daughter, and her parents before killing himself.
According to authorities, Kiss had no criminal record. However, he did have past contact with Wisconsin police and the county sheriff's department for stalking and battery. No permanent restraining order was filed against him, however.
Kiss managed to cross into Canada with the gun by concealing it in his vehicle. To avoid being identified, Kiss switched to a rental car after entering Canada.
According to Niagara Regional Police Detective Staff Sergeant Brian Eckhardt, hundreds of guns enter the country undetected from the U.S. Last year, 84 firearms were seized at the Rainbow Bridge crossing, and another 1,145 illegal guns were seized at various border points across Canada.
"We have four major border crossings in the Niagara Region, and agents working at the border are our partners in law enforcement and call us all the time with weapons seizures," said Eckhardt. "To expect these guys to catch every single thing is just unrealistic."
