EAST HAVEN - Lt. Gov. M. Jodi Rell is "stunned" at the 457 percent increase in national gun sales since Sept. 11.
"We need to make sure that each one of those guns is safe and secure and well out of the reach of children," Rell said Wednesday, kicking off the first leg of her Project Home Safe gun lock tour.

Rell dropped off 600 gun locks at the East Haven Police Department, and together with town authorities handed some out free to residents who wanted one for each gun they own - noquestions asked.

"This is not pro-gun or anti-gun," Rell said. "This is a safety issue."

Rell said she hopes to distribute 50,000 of the lock and key devices this summer. They were paid for with a grant from the Justice Department, she said. The program is being sponsored by the National Conference of Lieutenant Governors, which has members in 28 states handing out 3 million gun locks over the next four weeks.

She said the gun sales statistics are staggering, but with every gun purchased, state law says a gun lock must be included.

She is more concerned with permit renewals in the state, which she said are up to about 2,700 a month, and owners of those guns were never given a lock.

"The message is simple: if you own a gun it's your responsibility to make sure it's kept safe," Rell said.

She said the gun locks were a simple way to prevent tragedies, like the accidental shooting of a 13-year-old Norwalk boy last week. He was shot with a gun he was toying with after finding it in an attic.

"This heavy-duty cable lock may be all that stands between you and tragedy," said East Haven Police Chief Leonard Gallo.

The free gun lock can be used on all types of guns. It can be looped through a gun where bullets would be inserted to prevent it from firing.

Residents can still get locks for their guns at the East Haven Police Department.

Rell is planning to hand out and demonstrate how the gun locks work during stops at 18 other cities and towns this summer. She will be at the Christopher Columbus Family Academy in New Haven noon to 6 p.m. July 1.
