Vermont Project 2002 The Vermont Project is an initiative petition drive in the state of Missouri to return to the ballot the issue of concealed carry. This issue was put to a vote in 1999. At that time the voters were asked to consider a shall-issue permit system. That proposal lost by a less then 4% margin. The ultimate source for information about that election is www.moccw.org. The Vermont Project's petition calls for a repeal of the Missouri laws that prohibit concealed carry. We take as our inspiration the state of Vermont. Vermont is the only state that never passed a law against its own citizens carrying concealed weapons. Yet Vermont has one of the lowest crime rates in the nation. Clearly repealing these laws will not cause crime. The experience of all the states that do have provisions for their citizens to carry concealed weapons shows that this ability reduces the rate of violent crime. Most citizens of Missouri cannot carry such weapons outside of their homes or businesses. This places us at a higher risk of violent crime then is necessary. The goal of the Vermont Project is to correct this situation.We have a little over a year to collect nearly 100,000 signatures from registered voters across the state. If we collect sufficient signatures, on November 5, 2002 the people will again get a chance to vote on the real issue of concealed carry:Do people have the right to defend themselves against criminal attack? http://www.vermontproject.org/
