GOOD NEWS! HB 183, Rep. Philpot's bill to eliminate fees for background checks passed the House today! Here's what happened: Rep. Philpot moved to uncircle the bill. That vote, which decided whether or not the bill would be debated, passed by only 2 votes. This vote is probably the most accurate gauge of whether legislators really support gun rights.Voting FOR gun rights (to uncircle): Aagard, Alexander, Barrus, Bennion, Bigelow, Bryson, Bush, Buttars, D. Clark, S. Clark, Curtis, Dayton, Donnelson, Ferrin, Ferry, Garn, Harper, Hatch, Holdaway, B. Johnson, Lockhart, Mascaro, Murray, Newbold, Peterson, Philpot, Ray, Saunders, Seitz, Swallow, Thompson, Throckmorton, Ure, Urquhart, Wallace, Way, Winn, M. Stephens Hansen and Tyler were absent.Rep. Throckmorton moved to substitute his version of the bill, which would have eliminated state background checks completely. Rep. Hendricksom moved to adopt his amendment, which would have allowed BCI to raise fees for background checks without legislative oversight. Both Hendrickson's and Throckmorton's amendments failed. Fortunately, Rep. Tyler didn't waste anyone's time with his amendment to raise fees for check to at least $250 and to permanently register all gun owners.After some additional debate, Rep. We seriously doubt that someone intent on deadly assault will be deterred by a sign saying "firearms prohibited".2. The bill does not specify that the area be secured only while being used for hearings.3. The bill implies, but does not state, that firearms are permitted elsewhere on campus. Given the universities' seeming inability to understand even clear language like "shall not be infringed", we think this needs to be spelled out.4. The bill is vague about how large an area can be secured. Would this include the entire campus? The entire student union if a hearing were occasionally held in one of the rooms?SB 164 has passed the Senate and is awaiting prioritization by the House.Please contact Sen.
