Capitol Hill-AP -- A woman who lost her husband in the attacks on the World Trade Center says applying for financial aid is like getting through a maze.Elizabeth McLaughlin told a House panel she's organized an 18-page spreadsheet to keep track of all the different aid requirements.McLaughlin, who has a ten-month-old son, says the red tape has been a source of frustration for all the families of the victims. She and New York Attorney General Eliot Spitzer told lawmakers that charities need to adopt a uniform application to streamline the process.Lawmakers, meanwhile, had some harsh words for former Red Cross president Bernadine Healy. They charged the Red Cross has been misleading in the way it raised money after the terrorist attacks. They said Americans were so generous because they thought every dime would be going to the families.Healy says the Red Cross made clear the money would be for the victims families and for "future critical priorities."

I would like to make a sincere statemnet.I know this will sound like a vulturistic scam, but I mean it from the bottom of my heart.I would like to organize a new, not for profit, Donation Acceptance Assurity. I will promise to direct all funds received to their intended use. I will do this at my expence. I will however accept any percentage of donation that is specifically noted as operational expences. I have always believed that it should be left up to the donator as to how their gifts are spent. I will also promise to return email informing donators of receipt of funds, and confirmations of intended recipients, to the best of my ability. This organization will have a primary purpose to serve the victims' family's of Sept. 11, not to fuel any other agenda. The organization will allow for other disaster relief donations, which would also be handled in the same manner. You specify where you want to help, and I will promise to do my very best to see to it that your gifts get to their intended beneficiary. Boycott Red Cross. Please note that this effort has not been developed as yet, so I am not accepting any donations at this time. I do value your responces, and could honestly use the feedback on this subject to help establish a decision to proceed. Again, I would do this on a voluntary basis, as my way of helping those victims.
