Government roll over tests

Recently I read somewhere that government roll over tests of pick ups and SUVs were biased (some even said rigged) and not just because of the fishhook test. I can't seem to lay my hands on those articles (Car & Driver?) If anyone is aware of the reports, articles, and so forth that claim these tests were less than fair, could you direct me to them? Thannks.

    For Mr. Bean: Best be careful. The EPA is driven by an environmentalist agenda and even consumer reports has been accused of bias before. But the roll over tests reporst/exposes were not that long ago.
