Question For FFL's...

I have a regular Class 1 Dealer in Firearms and Ammunition License. Would I be able to purchase receivers and parts kits for firearms, assemble the parts, and re-sell the finished product using just my Class 1 license, or do I have to upgrade to a Manufacturer's License?I've called my local ATF branch and they don't even know! The frustrating thing is that they define "Manufacture" with the word manufacture in their definitions glossary!A dealer is in the business of manufacturing firearms when "they manufacture firearms for profit". I'm only assembling pre-made pieces, not creating the receivers and parts myself. Anybody dealt with this?

    I could be wrong, but here goes. You have a license to purchase a firearm. As we all know, the only part of said firearm that hasa serial number is the receiver. As we all know, when we buy a firearm, the serial number is "registered" so to speak. IMHO, the ATF has no way to tell whether there is a barrel, stock, trigger assembly or any other part attached to that receiver. F'rinstance....you buy a complete gun. You remove all the "non-numbered" parts and replace them with new parts. Have you "manufactured" a gun? Of course not! That's basically what you're doing when you start with ONLY the receiver. The difference being, you don't happen to be the person that removed the old parts.Mudge the logical I know...I know...Logic and gun laws
