California hi-cap mag question

I know mags that are over 10 rounds are illegal in our communist state of California, but what if, say a 30 round 9mm MP5 stick mag were blocked (like with a wooden dowel) so that it would only accept 9 or 10 rounds ... would it be legal to ship them there?

    I would think so if the floor plate was welded so the dowel could not be removed.

    What about if sent as parts in 2 seprate packages (ie) mag bodies in 1 shipment, springs, followers & base plates in 2nd?

    IF...you do that, when they get to the other end of their destination, won't the person putting them back together be committing a illegal act of "manufacturing a hi capacity magazine". I know that is stretching it just a little, but if you are looking for a loophole, I wanted you to think about that. I wish you luck. I didn't think it was illegal to "own" them in Kalifornia, just illegal to import them or manufacture. Anyway, not my line of expertise.Good Luck.

    Actually, I encountered this at the last gunshow in Del Mar. There was one guy selling GI 30 round M16 bodies, and across the building was another, unrelated guy selling 30 round "rebuild" kits w/ DPMS spring,green follower, and floorplate.
