I'm going out on a very skinny limb here, but I think it is a Mateba Model 207 in 9mm. I'm guessing this because of the fact that the bottom cylinder charge hole, lines up with barrel instead of the top as is usual. Also it looks kind goofy! Obviously, I am open for correction.

I agree with the Mateba, however looks more to be in .357 or above.
