Geneva-AP -- Top scientists doubt the anthrax attacks in the United States are the work of someone outside the country. The Federation of American Scientists says the attacks are "almost certainly" derived from a U-S government laboratory.Federation head Barbara Hatch Rosenberg also says the attacks are only a small taste of what is possible.Rosenberg spoke at a Geneva conference on banning germ warfare.A number of groups there criticized what they saw as a go-it-alone approach favored by the Bush administration on germ warfare.Over the summer, the U-S pulled out of negotiations to create a system to strengthen the 1972 Biological Weapons Convention. Bush officials worried it wouldn't work and would risk U-S defense secrets
