Clinton responsible for Atta's freedom?

I received this tonight by email. It's plausible, given Bubba's BS track record, but I don't recall having seen / heard anything about it in the aftermath of 9-11. Anyone have any idea if it is accurate or simply another electronic urban legend?

However, I do blame Clinton for being responsible personally for everything that's gone wrong in our country from 1960 on.
