Just what we expected. And I am in one of 4 states that does not yet allow concealed carry.

Let me play the Devil's Advocate for a second. Could it be that the states with the high crime rates feel that they can't "afford" to have CCW for the average citizen, while states with low crime rates feel that they can trust the average citizen? So maybe low crime rates drive expanded CCW laws rather than the other way around?

Or on a related track: Places with high crime rates tend to be large urban areas. Places with large urban areas tend to vote Democrat. Democrats in general tend not to trust the average citizen with a CCW permit. It could be as straightforward as that.

A much better study would be one that compared before CCW with after CCW in one location, then tried to adjust for any general decline in overall crime not attributable to CCW. I think Florida may be a good case in point.

The specific question that a legislature has to address (if they only care about the pragmatics of the issue, not a general RKBA) is this: In this state or city, will people be safer if we allow the averge citizen to carry concealed weapons after an appropriate background check?
