Looked at a used Browning BBR 30-06 with a straight redfield
scope 4x today, wanted $525.00 for it.

They also had a new Remington 700BDL for $561.00.

Which is the better buy, best gun,and why? Could I please get
some advice from you kind folk?

My finances are limited, but I want a gun with virsatility. Like to
eventually hunt deer and elk.

Mouse, Go get yourself a Remington 700ADL Synthetic!! Probabaly the most accurate production gun available from Remington today!! You can buy the gun for under 400 dollars and still put decent glass on it for less than the BDL or the used Browning!! It's not likely to appreciate in value a lot but do you want o hunt or do you want to look at it? Go get yourself the ADL, you won't be disappointed!!! GHD
