DMV on line Issues Again

So a couple of weeks back I posted about renewing license plates on line and being some what led astray to similar but not official government web sites.
So last night I was attempting to down load a Wisconsin drivers license form that is needed to renew ones drivers license. It listed an official Wisconsin Department of Transportation web address. The form was supposed to be free and you could fill it out or print it blank.
So I type in the address and it takes me to the right form. I fill it out and then they want me to pay them money before I can print it. It was some PDF form and there was no way I could print it with out paying them for this 7 day trial period.
After spending about 45 minutes trying to print the form, I more of less said to myself They can go * themselves. I'm not paying them chit.
So I went back to the original search page and after looking at about 3 pages of searches I found a site to down load the form for me.
So after work today I went down to the DMV to renew my license and I was in and out in 29 minutes, about half the time it took to fill out that one form I needed.
