The other night Friday to be exact the city where I live called for a salting operation. 90 people where sent to stand by in salt trucks that had just come off an 8 hour regular work day. They were on stand by for 5 hours each at time and a half. There was no snow. 90 drivers were called in at 10:00 pm to replace the drivers that had sat around for 5 hours and did nothing. The replacement drivers went out and salted the city streets to the tune of 2 bucket loads from an end loader for each truck or roughly 180 buckets full of salt. Those drivers me included were sent home after 7 hours of salting wet streets. There was no snow.
To top it off the city where I live requires that people recycle. Plastic, bottles and cans go in one side of the wheeled cart and newspaper goes in the other side. 120 garbage trucks with 2 man crews went out and collected garbage on Saturday at again time and a half. Please note that these were garbage trucks and not recycling trucks. If a garbage truck picks up recyclables there is no way to separate the bottles, cans and glass from the newspaper and card board. Sure pays to recycle.

3.7.77.
No we use calcium chloride but it was relatively warm Friday night around 28 degrees so we didn't need any.
But to the point you made about the big hats. We are slightly behind last years snow totals and every time there's a hint of snow in the air they just go nuts. Money for snow removal and ice control comes out of the city budget. If you don't use what's budgeted in this years monies, will be just that much less in next years. But in the end it's the tax payers footing the bill and I'm a tax payer as well.
